Over 80% of grade three students are enrolled in schools based in non-urban areas. Figure CWF3.7 shows the average performance of grade three students in writing by school locality. Grade three students in urban and non-urban schools achieved similar results in the overall writing domain on average. This marks a change from 2018, when grade three students in urban schools performed better on average than those in non-urban schools.  However, average performance for writing in non-urban schools increased in 2021, making the two localities comparable.
